The Chinese Ministry of Commerce (MOFCOM) has issued new regulations that have been in effect since October 9, 2025. Below, we would like to inform you about the key points and assure you that we are working closely with our partners to find practical solutions.

Please note that this is a general information update. Not all customers are affected by the changes mentioned. An overview of the changes can be found in the details below.

What has changed?

  1. Export Controls for Holmium (Ho) – Announcement No. 57

Magnets containing more than 0.1% Holmium will require an export license starting November 8, 2025. Depending on the outcome of the Sino-US talks at the end of the month, this regulation may also be extended to magnets containing Gadolinium. Holmium has primarily been used in magnets without Dy/Tb, which were previously exportable without a license.

  • Holmium has now been added to the list of controlled materials.
  • The manufacturing plants will inform us in the coming days which orders are affected. Customers concerned will be contacted by their respective account manager.
  • Currently, it is not possible to submit license applications for magnets containing Holmium via the MOFCOM system. We are in direct contact with the authorities regarding this matter.
  • Magnets with a higher Ho content than Dy/Tb now require a Holmium license. This means that for such magnets with an ongoing license application, a license amendment must be requested.

Materials containing Gadolinium (Gd)

  • We aim to avoid magnet types containing Gadolinium due to the risk of further restrictions.

Some magnet types can be offered without Gadolinium (i.e., without any heavy rare earths: Dy/Tb/Ho/Gd) and therefore without a license – for more information, please contact us.

Furthermore, still no export licenses are required for pressed and injection bonded neodymium and ferrite magnets.

  1. Export of Magnets – Announcement No. 61

For the export of certain magnet types to other countries, an additional export license is now required. Bomatec has already proactively contacted MOFCOM to clarify the necessary approvals and ensure that deliveries can continue reliably.

  1. Export of Technical Data – Announcement No. 62

The regulation broadly defines that sending any technical data abroad is prohibited. Many manufacturers have therefore decided not to send technical information until the situation with MOFCOM is clarified. This includes (but is not limited to):

  • PPAP documents
  • Cost breakdowns with formulations
  • FMEA
  • Control plans
  • IMDS information

Factory Visits

  • Until further notice, factory visits are not possible and must be postponed until the regulations are clarified.
